This document assumes that you have already created a Vector Tile Package for the State Plane that you will be using as a basemap. If you have not, please consult our document on Creating State Plane Basemaps for Field Maps.
- Collect your data
- Find the data that you wish to include in your map
- From ArcGIS Online
- From shapefiles/feature classes
- From data you collected in Field Maps
- Add your data to an ArcGIS Pro project map
- Find the data that you wish to include in your map
- Make sure all of the data is in the State Plane coordinate system you want to use
- If it is not, use the Project geoprocessing tool to change the data’s coordinate system
- Use the Project geoprocessing tool
- Click on the Analysis tab at the top of your ArcGIS Pro window
- Click on the Tools button
- This will open the Geoprocessing pane on the right side of the screen
- Type “Project” into the search bar at the top of the pane
- Click on Project (Data Management Tools)
- Input Dataset or Feature Class: The layer you want to change coordinate systems
- Output Dataset or Feature Class: Name and save location for the new projected layer you are creating
- Output Coordinate System: The State Plane coordinate system you want the layer to be
- Geographic Transformation: Should populate automatically
- Based on the coordinate system of the input dataset and the output coordinate system you just selected
- You can set it manually though, if you want
- Run
- Your data is now in the desired coordinate system
- Repeat for all layers that you need to be in State Plane coordinate systems
- Share each layer individually to ArcGIS Online as web layers
- NOTE: You want to share each layer individually. If you share them all as a full web map, then the coordinate system for the layers will be converted to Web Mercator instead of the State Plane you just set up
- Right click on a layer in the Contents pane
- Click Sharing in the popup menu
- Click Share as Web Layer
- Name: Name your layer
- Summary: Describe your layer
- Tags: Include key words that relate to this layer
- Layer Type: Feature

- Change the basemap to State Plane
- Click on the Basemap icon in the ribbon on the left of the screen
- Click on the Current Basemap button at the top of the pane
- Click on the Add button
- Search for the State Plane Vector Tile Package you created in the Creating State Plane Basemaps for Field Maps tutorial
- Click on the Name of the Vector Tile Package
- DO NOT CLICK THE ADD BUTTON
- In the popup menu, click on Use As Basemap
- This will use the Vector Tile Package as a basemap
- Add an imagery layer
- Click on the Layer icon in the left-hand ribbon

- This ensures that all of the other layers will draw on top of the imagery layer
- Save your map
- Click on the Save and Open icon in the left-hand ribbon
